Chhattisgarh Budget 2025: Big Announcements, Petrol Price Cut, and More—What You Need to Know

The Finance Minister of Chhattisgarh, Shri O.P. Choudhary, presented the state’s 2025-26 budget in the Assembly. This budget amounts to ₹1.65 lakh crore, which is 12% higher than the previous year’s budget. While last year’s budget focused on “GYAN” (Poor, Youth, Farmers, and Women), this year’s budget is based on the theme “GATI” (Governance, Infrastructure, Technology, and Industrial Growth). This is the largest budget in the state’s history.

Key Objectives:

  • Inclusive Development: The main objective of this budget is to accelerate the state’s development and achieve its goals by 2030.
  • Governance Reform and Citizen Participation: The government aims to implement more transparent and accountable governance through innovation and technology.
  • Infrastructure Development: Investment in roads, bridges, and public transport will be increased to promote job creation and economic growth.
  • Industrial Development: The state will focus on accelerating its industrial growth, with key sectors such as steel, power generation, and cement contributing significantly.

Financial Overview:

  • Gross State Domestic Product (GSDP): The GSDP of the state is expected to grow by 12% in 2025-26, reaching ₹6,35,918 crore.
  • Per Capita Income: Per capita income is expected to rise by 9%, reaching ₹1,62,870.
  • Revenue Growth: The state expects an 11% increase in its revenue without imposing new taxes.
  • Capital Expenditure: A capital expenditure of ₹26,341 crore is proposed, which is 4.14% of the state’s GSDP.
  • Fiscal Deficit: The state’s fiscal deficit is estimated at ₹22,900 crore, which is 2.97% of the GSDP.

Relief for Traders:

  • E-way Bill Limit: To provide relief to small traders, the e-way bill limit has been increased from ₹50,000 to ₹1 lakh.
  • VAT Dues Waiver: VAT dues up to ₹25,000 will be waived, benefiting over 40,000 traders.
  • Stamp Duty Exemption: Stamp duty charges on immovable property have been removed.

Key Schemes:

  • Kisan Unnati Yojana: A budget of ₹10,000 crore has been allocated for this scheme.
  • PMAY (Gramin): ₹8,500 crore is allocated for the Pradhan Mantri Awas Yojana (Gramin).
  • Mahatma Gandhi National Rural Employment Scheme: ₹5,500 crore has been allotted for this scheme.
  • Chief Minister’s Food Assistance Scheme: ₹4,500 crore has been allocated for this scheme.
  • Chief Minister’s Integrated Rural Development Scheme: ₹200 crore, which is 300% more than the previous year’s allocation, has been proposed.
  • 500 New Cooperative Societies: New cooperative societies will be established across the state.
  • New Medical Colleges and Hospitals: A new medical college will be opened in Jashpur district (Kunkuri), and other new healthcare institutions will be set up across the state.

Education and Health Budget:

  • Upgradation of 24 Government Polytechnic Colleges: ₹50 crore will be allocated for this upgrade.
  • New Ayushman Scheme: ₹1,500 crore has been allocated for this scheme.
  • Pradhan Mantri Ayushman Bharat Mission: ₹186 crore has been allotted for the mission.
  • Sickle Cell Institute: ₹13 crore is proposed for the establishment of a Sickle Cell Institute.
  • Medicines and Medical Equipment: ₹20 crore will be allocated for medical supplies and equipment in medical colleges and hospitals.

Petrol Price Reduction:

The government has also announced a ₹1 reduction in petrol prices, offering relief to the citizens of the state and reducing daily living costs.

Transportation and Infrastructure:

  • Chief Minister’s Mobile Tower Scheme: Provisions will be made for providing mobile tower connectivity in the Bastar and Surguja regions.
  • Chief Minister’s Transport Scheme: Provisions will be made for expanding public transport services.
  • Medi-City in Naya Raipur: A new Medi-City will be established in Naya Raipur in the health sector.
  • Construction of New Roads: ₹845 crore will be allocated for new road construction under the Pradhan Mantri Gram Sadak Yojana.

Women and Child Development:

  • Mahatari Vandan Scheme: ₹5,500 crore has been allocated for this scheme.
  • National Rural Livelihood Mission (NRLM): ₹800 crore will be allocated to promote rural livelihoods.
  • Working Women’s Hostel Construction: ₹133 crore has been proposed for the construction of hostels for working women.

Other Important Announcements:

  • Tripling of the Industry Department’s Budget: The budget allocation for the Industry Department has been tripled to boost industrial development in the state.
  • Establishment of Cyber Police Stations and Women’s Police Stations: Cyber police stations and women’s police stations will be set up at the district level.
  • Agricultural Initiatives: ₹3,500 crore has been allocated for schemes that provide free electricity to agricultural pumps up to 5 HP.

This budget is designed to accelerate the state’s overall development by promoting investments in various sectors, enhancing infrastructure, and ensuring equitable growth through targeted schemes for agriculture, women’s empowerment, and industrial development.
